You do not need to obtain an import permit for tillandsia plants.
Imported plants must be accompanied by a phytosanitary health certificate from New Zealand. This normally requires an inspection of the plants by New Zealand Government officials, from a department called AgriQuality Ltd., that is currently costing us approximately US$300 per inspection, even if it only takes 10 minutes. Whilst these high charges are in place, we have no option but to pass the cost on to buyers.
Alternatively, we can issue an Exporter's Phytosanitary declaration ourselves. The cost is US$10 per shipment. We would certify that we have treated the plants with 0.75% acephate within 2 days of export, inspected the plants and found them to be free from injurious pests. There is no guarantee, however, that this would be acceptable to your customs officials, and you are strongly advised to check with your officials, before ordering, whether an Exporter's Phytosanitary Declaration is acceptable for bare-root tillandsia plants imported into Singapore.
