These have not been required for tillandsia shipments.
In our experience, Phytosanitary health certificates have not been required. We recommend the supply by us of an Exporters Phytosanitary Declaration, costing US$10 per shipment. You are free to decline this, but if you do we cannot be responsible if your plants are stopped by your Customs.
